Justice Health has adopted a population health focus. In so doing, services provided to inmates do not solely reflect the immediate clinical needs of individuals. Rather they take into account the assessed health needs of all inmates as a group.

The environmental and community health risks in the correctional setting are numerous. They include communicable diseases, blood borne viruses, violence, intravenous drug use and other high risk behaviours. The Population Health Stream of Justice Health incorporates health promotion, clinical and non-clinical public health services to all NSW inmates.

The functions of the stream differ considerably to the functions of public/population health units within Area Health Services. As well as the usual public and population health functions, the Justice Health Population Health Unit has responsibility for the delivery of specialized clinical services across the state. These services reflect those of specialist HIV, Hepatitis, Sexual Health and Harm Minimisation services in the general community. Clinical services encompass screening for and the management of both blood-borne viruses and sexually transmissible infections, and the co-ordination of specialist Hepatitis and Immunology services. Clinical service provision also includes co-ordinating the management of sexual assault.

The Population Health Unit also provides services aligned with those public health units in the community and population focused health improvement initiatives that are specific to the NSW correctional environment.
